The purpose of the <taxo:topic/> element is to give additional
information on a topic and we've wanted to leave it as "open" as
possible, taking the risk to underspecify it...

I don't think that you can deduce anything else than the fact that these
topics are related in some way and the taxonomy module should probably
be extended if you need to describe the nature of this relation.
