Robots Processing Instruction

Recently, I've been discussing the issues of privacy and copyright
surrounding syndication formats. In the quest for a reasonable solution,
I've been pointed to Walter Underwood's proposal for a robots processing
instruction [1]. The idea is to fill the same role as the HTML robots
meta tag, but in an XML way. The idea is that you'd simply place
something like
<?robots index="no" follow="yes"?>
near the beginning of the file so well-behaved bots know what to do.
I've made a new page for the proposal [2] and written a new version [3].
Hopefully it will save people the trouble of handling "please don't
index my content" e-mails by hand.
Does this seem like a reasonable idea?
