Encoded HTML within <description> or <content>

What is the validity of encoded HTML within a DESCRIPTION element?

I have seen 
<description> &lt;b&gt;Big Bolded Text&lt;/b&gt; followed by non-
bolded text</description>

This requires interpreting *twice* to get to bolded text on the screen 
(once to generate valid markup, and another by the HTML renderer).

Is this valid? Is there any combination of elements and element types 
that could validly produce this (like CDATA elements or <content> 
elements)?
