If you have a proper RSS feed, then you place the file
on your web server and identify its URL.

This URL can be given to others to place in their RSS
aggregators.

You can also place the URL to the RSS feed inside your
HTML page. This is placed in the <HEAD> section of
your HTML file/blog.

<link rel="alternate" type="application/rss+xml"
title="RSS" href="http://URL_OF_RSS_FEED" />

With this, you can publicize the URL of this HTML
file, which can be used by browsers and RSS
aggregators (if their aggregator supports the "link"
tag).
