This & That Contest

I started a this & that contest. It's basically an attempt to get as 
many data points on the encoding issues as possible and then file bugs 
where there are shortcomings.

I also created four test cases. The first two are correct and the last 
two are incorrect (although you wouldn't know they are incorrect 
without known the intent).
