Opening up RSS-Board to posts from non-members requires a change in 
our charter:

I'm not interested in changing how our mailing lists function, but 
other members may feel differently.

The spec revision passed. I think we should move on and finish the 
RSS Profile, which was an idea that began in large part at your 
recommendation last year.

But I'm just one member of 14.
