I'm not sure I like the new sections we've added here, on several 
grounds.

First, the new statements that "<title>The &#x26;amp; entity</title>" 
and "<title>I &#x3C;love&#x3E; NY</title>" don't work contradict the  
preceding section, which carefully lays out why they are the encoding 
with the best chance of working.

Next, character data encoding is the biggest trouble spot in RSS 2.0 
and the profile's biggest opportunity to improve the situation.

I think the best way to handle it is to tell people HTML shouldn't be 
used outside of item-description, tell people they should encode <, > 
and & with hexadecimal character references, and simply tell 
publishers that other encodings are discouraged because they are 
unlikely to work properly in most aggregators.

If we muddy the water with advice for how to deal with double 
escaping in places markup shouldn't appear, in my view we perpetuate 
the problem.

MSIE 7 has given us an ideal opportunity to discourage HTML markup 
outside item-description. We should take it.
