While the RSS spec doesn't say anything about resolving relative URIs, 
section 5 of RFC 3986 does (and prior to that RFC 2396). Also certain parts 
of RFC 2616 come into play when a feed is retrieved via HTTP (which is 
typically the case). Technically I believe those are the rules an RSS 
aggregator *should* be following.

Unfortunately in practice those rules don't work very well for feeds, and 
most aggregators don't follow them. Whether that is intentional, or 
developers just don't read RFCs is debatable, but the end result is the 
same.

What is the error message you are seeing? I just ran one of my test feeds 
through the validator, and all I got was a warning:
http://www.feedvalidator.org/docs/warning/ContainsRelRef.html

While a relative URI inside the description element may not technically be 
illegal, it definitely warrants a warning.
