Done. In the next draft the sentence will read "For this reason,
aggregators SHOULD accept both 0 and 24 to represent midnight."

We hashed over the language of this section extensively.

In the situation you describe, the feed producer has included relative
links in a description *and* a channel link that's not valid. I don't
know what we could recommend at at point, when so much is already
wrong with the feed.

This is worth discussing, but I agree with Randy that it needs to come
up when 1.1 is being drafted.
