The spec itself doesn't say that, but it links to a "use-case narrative" that more or less says so (see http://www.thetwowayweb.com/payloadsforrss). My interpretation is that an enclosure links to something that is probably fairly large and that an RSS reader might potentially want to download in advance. There's no requirement that an RSS reader MUST prefetch enclosures, but it can definitely be advantageous to have that as an option.
