Have we not already broken millions of existing feeds that refer to  
the RSS 0.91 DTD at the old Netscape URL and rely upon entities  
defined in them? While certainly, they could never be relied upon (as  
non-validating XML parsers need not fetch it, and therefore leave the  
entities undefined, and treatment of this is undefined), it seems  
silly to break them. Could we not at least have a perm. redirect from  
the Netscape URI to the RSS Board one?
