Netscape decided in January to stop hosting the DTD requests on Aug.
1. Although our preference was that old requests be redirected to the
new URL, they decided to transition people for six months and then
turn it off entirely.

In Netscape's defense, it's a massive amount of traffic. They honored
more than one billion requests for the DTD in the years they were
hosting it.

If anyone has suggestions for identifying the feeds that reference the
old DTD URL, that would be helpful.
