For #2, look at the answer to this thread (Access Control tab and "Query local user" option in access rule) and config that in your current deployment method (not sure of specifics, but this should map to registry settings that can be set at deploy time - have you found otherwise?):

Hello everyone.

I've deployed TightVNC through GPO (multiple networks, msi + mst) and everything works well.

By default, TightVNC allow us to log in into a user desktop without user's permission.

What I would like to deploy now is one of two possibilities:

1.       TightVNC only runs when user wants to.

a.       TightVNC must be already preconfigured. Don't want user to set password and other options

2.       TightVNC is always running, but user is always queried.

a.       TightVNC must be deployed with this option. I don't want to configure manually on every machine.
