windows10 - configuration not sticking and going to allow loop only

after years of using TightVNC have a conundrum with several W10 1909 pc's. The configuration is not only not being used when the pc's restart, tightvnc is starting up listening to port 49999 and not accepting connections, only accepting loopback.
