1st... for Wake-On-Lan to function both computers must be on the same 
network.

2nd... Some computers if setup correctly can come out of sleep mode with 
any network activity.  This is a function of the OS, network Card, and 
sometimes BIOS

3rd... As far as I know, none of the VNC clients has "Wake" a computer 
function.


There are other programs, such as AnyDesk and TeamViewer that have a 
built-in "Wake" function.  These functions only work if there is an 
awake computer on the local network of PC need awaken, that has AnyDek 
or TeamViewer installed.


Keep in mind Wake-On-Lan must be enabled in both the OS and on the 
network port (Possibly BIOS).
