target machine actively refused connection

I'm trying to securely connect to my Windows 10 desktop PC from my 
Windows 11 laptop over public wi-fi while on the the road.  I'm using 
OpenVPN included in DD-WRT firmware on my router.  I have connected the 
desktop to the OpenVPN server, getting an assigned ip of 10.8.0.1.  When 
I'm on public wi-fi, I can establish a connection to the OpenVPn server, 
getting an assigned ip of 10.8.0.2.  I have TightVNC service running on 
my desktop, and when I hover the mouse pointer on its icon it's showing 
me the ip address of my desktop on my home network and 10.8.0.1.  When 
I'm at home and my laptop is connected to my home network via wi-fi, 
TightVNC Viewer connects no problem if I give it the ip address of my 
desktop PC on my home network,  However, when I'm on a public wi-fi with 
an OpenVPN connection established, if I try to connect to 10.8.0.1 with 
TightVNC viewer, I get the message that a connection could not be 
established because the target machine actively refused the connection.  
The frustrating thing is that I've been doing this successfully for 
years, although infrequently enough that I don't necessarily remember 
all the necessary steps. I do believe I have port forwarding enabled in 
the router to forward ports 5800 and 5900 to my desktop PC's  home 
network ip address .  Any suggestions greatly appreciated.
