Michael Setzer reminded me that he posted a working xstartup from his 
system in a reply to an earlier message:

#!/bin/sh
# Uncomment the following two lines for normal desktop:
unset SESSION_MANAGER
unset DBUS_SESSION_BUS_ADDRESS
exec /bin/sh /etc/xdg/xfce4/xinitrc #   X11/xinit/xinitrc
[ -x /etc/vnc/xstartup ] && exec /etc/vnc/xstartup
[ -r $HOME/.Xresources ] && xrdb $HOME/.Xresources
xsetroot -solid grey
xterm -geometry 80x24+10+10 -ls -title "$VNCDESKTOP Desktop" &
startxfce4 &

This seems to work. I've finally got a working remote session.
