Can't access from a laptop sometimes

I am using Tight VNC on 3 PCs A, B and C, all of them Windows 10 OS, connec=
ted to a router and create a network.
Using PC A and PC C as a master and PC B as a client.
Windows firewall is turned off for PC B.
PC A and PC B connected to router D.
But router D doesn't have enough plugs and wireless access, I connect route=
r router E to router D and connect PC C to router D.
Access from PC A to PC B is always smooth without problem, but sometimes fr=
om PC C to PC B, it has problem.
However I can ping from PC C to PC B and have reply from PC C, but when try=
to acess to PC B using Tight VNC, it isn't able to access.
Also in that case, I have no problem checking the shared folder of PC B fro=
m PC C.
Then without rebooting any PCs, try all three of them, ping, Tight VNC and =
shared folder from PC A to PC B, all of them are possible.
What is causing this problem between PC B and C and how can I solve it.
