locale problem with ru_RU.UTF-8

the ru_RU.UTF-8 locales seem to have a problem

(I can confirm that the output looks strange (xterm(200), debian3.1).
Is this a tin or a debian problem? the ru.po looks ok to me (but I
don't speak russian).
