[PATCH] minor code cleanup and small bug fixes (scopes menu)

Hallo,

I have made a few changes regarding the scopes menu:

minor code cleanup:
- remaining temporary scopes code removed

small bug fixes:
- mini help was not displayed when no scopes are present
- local attributes file was not written after removing ('d') the last  
(not global) scope

additions:
- issue an info message when last scope is selected (like 'End of  
groups' in selection level)
