UTF-8 display problems

Hello,

I'm using tin 1.7.4, and my locale charset is UTF-8.
Non-ASCII characters are sometimes displayed correctly,
but sometimes not:

In the thread-view, every line which contains a non-ASCII sign
is blank ... and in the option-menu, every non-ASCII sign isn't
shown at all.

But when e.g. a single article is displayed, everything works fine.

I can't figure out why it doesn't work ... does anyone have the save
problem and/or knows what to do?

tin -V reports:
...
Linker and Libraries:
...
        LIBS     = "-lncursesw"
Characteristics:
        +NNTP_ABLE -NO_POSTING -BROKEN_LISTGROUP +XHDR_XREF
        -HAVE_FASCIST_NEWSADMIN -ENABLE_IPV6 -HAVE_COREFILE
        -NO_SHELL_ESCAPE -DISABLE_PRINTING -DONT_HAVE_PIPING -NO_ETIQUETTE
        +HAVE_LONG_FILE_NAMES +APPEND_PID -HAVE_MH_MAIL_HANDLING
        -HAVE_ISPELL -HAVE_METAMAIL +HAVE_SUM
        +HAVE_COLOR -HAVE_PGP -HAVE_PGPK +HAVE_GPG

        -USE_CANLOCK -EVIL_INSIDE -FORGERY -TINC_DNS -ENFORCE_RFC1034
        -REQUIRE_BRACKETS_IN_DOMAIN_LITERAL -FOLLOW_USEFOR_DRAFT

mm_network_charset is UTF-8, and undeclared_charset is Windows-1252
`locale charmap` returns UTF-8
