8bits characters in From headers

Hi,

It seems that tin 1.7.5 has a weird behaviour while From headers have
8bits characters and "Cache NNTP overview files locally" feature is used.

If the cache in $TIN_HOMEDIR/.news-<nntp_server> is empty, 8bits
characters are correctly shown in From headers, but if it isn't then 8bits
characters are replaced by a question mark.
