change in scrolling/redraw between 1.6.x and >= 1.8.x, Solaris 8

Good day.
Environment: Solaris 8 fully patched, tin compiled with gcc 3.4.5, no
screen-related options to configure.
Assume I enter a newsgroup and have the first 20 threads on the screen.
I then cursor down to thread 20 and then cursor down once more.
In tin 1.6.x and previous, the screen redraws to display threads 21-40 on
the screen and the highlight is on thread 21 at the top of the screen.
In tin 1.8.x and beyond, the screen redraws to display threads 2-21 on
the screen and the highlight is on thread 21 at the bottom of the screen.
Is there any way to get the 1.6.x behavior in 1.8.x?
I've tried compiling 1.8.x and 1.9.x with --with-screen={termcap | terminfo |
curses } without any change in this behavior.
