AFAIK (but I've never been a fido-point nor did I read any of the
hierarchies), that's the format which is/was used in the (german) fido net.

If you do a patch either use a customizable string like in
news_quote_format

# %A Address    %D Date   %F Addr+Name   %G Groupname   %M Message-ID
# %N Full Name  %C First Name   %I Initials

i.e.:

X-Comment-To=%N %A

or at least a more way toggle OFF, FULL NAME, ADDRESS, FULL NAME + ADDRESS
