Help - failure with CGI programs

Hello All -

I have been very impressed with the speed of tux, and wanted
to explore it's suitability for a number of things.

The problem -

I have tux running on a Red Hat 8.0 system, with all updates.
Requests for static docs in the document root work fine, but
requests for a cgi program fail miserably.

Here's the latest configuration I've tried:

Trying to narrow the problem, I statically compiled a c program
which prints "hello, tux!".

The compiled program, "test.cgi", is in /var/www/html/cgi-bin:

-rwxr-xr-x    1 root     root       447081 Oct 31 16:08 test.cgi

a zero length file with the same name is in /var/www/html:

-rwxr-xr-x    1 root     root            0 Oct 31 16:22 test.cgi

The doc root and cgi root are the same:

net.tux.documentroot = /var/www/html/
net.tux.cgiroot = /var/www/html/

The tux.mim.types file entry says execute progs with cgi suffix:

TUX/CGI                         cgi pl

When I request http://localhost/cgi-bin/test.cgi, this error appears
in syslog:

TUX: CGI chroot returned -2, /proc/sys/net/tux/cgiroot is probably set 
up incorrectly! Aborting CGI execution.

For the life of me I can not work out what tux wants!

Can someone point out the error of my ways?
