I think those are support to align with CPUs, not IPs.  Presumably, you 
have less than 8 CPUs in your server.

I think (though, I'm not sure), you can list more than one http://IP:port 
url in the /proc/..listen file and tux will listen to each (though, I'm not 
really sure about that).
