CGI problem

Hi all,
i am running a standard redhat 9 box with kernel 2.4.20-8bigmem
rpm tux is  tux-2.2.9-1.
I do not run any other web server on that host.
Tux seems to work fine with static contents but no way of handling cgi correctly.
What I get in my browser(Mozilla) is just an empty page, but I think is not an 
output redirection problem, because CGIs seem not to be started at all...
I have read the post of august from  "Christians, Stefan Mr." <software kkalice
com>.
After following all instructions I'm still stuck. If I chroot manually to
/var/www/html and run cgi's from there no problem, so I guess all
the library stuff is OK; moreover I just need to run some compiled CGIs
written in c.
 My configuration is the same as in the Christians Stefan example.

I have problems also in collecting useful info since I don't
know how to turn on a verbose debugging.
Am I missing some module or .so object ?
Should I upgrade ?
