Yes.  Best practices for this type of cache control
are as follows:

1) Via webserver: you can do so via server
configuration, BUT it will be for *every* page served
either on the whole site or via sub-dir.

2) Via http headers: the statements MUST be the first
things on the page being served.  And I mean the
absolute first items PERIOD.

Script languages such as PHP, Perl and JSP have
functions that will generate the header for you, but
again the statements MUST be numero uno on your page.
