wrapping of article id's on the server

if the news server wraps (restarts) article id's after hitting some 
points (making $first_server = 5_000_000 and $last_server=24_000, for 
example), the ubhdb starts processing negative article counts.
also, xref doesn't expire correctly as well since you only get 
<first_server (which in case of wrapping would kill newly pulled in 
articles as well).
