Easynews.com sells you 6 GB/month for $10.  If you need more, you just
give them another $10 and it resets the 6 GB and month clocks.

Those are really your only options.

Easynews.com also has a *very* nice web interface where you can search
for and download already decoded files.  It's great for `filling in'
gaps in your local news server.
