Windows x86_64 protocol failures

We have received sevearl reports or protocol failures in 2.51.3.  It is
now seeming that the common factor is using the windows x86_64 GHA-built
binaries.

I wonder if anyone knows of any issue in ocaml that affects only
Windows/x86_64?   Or has any idea what might be different in terms of
wire protocol in that case?
