review/testing request for UTF-8 fix

My somewhat hazy understanding is that modern (maintained) operating
systems bascically use utf-8. We have a pull request pending that might
impact unusual encodings. I don't want to cause breakage, but I don't
want to hold up fixes for concerns that are theoretical or confused.
If you use unison with a character encoding which is not one of
iso-8859-1, windows-1252, or utf-8, please
Speak up so we know you exist, and describe the encoding/language.
Explain if this applies to a maintained operating system environment.
