I agree, based on that force=newer/older is not defined for when
mtimes are equal and there is no clear way to define it either.

I had planned to keep the change as small as possible, but going this
extra step, making it explicit that it's undefined for equal mtimes,
is not an issue for me. If there are no objections then I'll go ahead
with just that.
