2.53.4 RC1 !!

A few PRs were open a long time, and I just merged them.   We are in a
state where there aren't pending/ready changes and there aren't known
regresssions from 2.53.3.

I am not applying a tag, but the git master branch is hereby declared to
be RC1.

but I do not see artifacts.  I don't know if something broke or github
rearranged how they do things.

Between RC1 and release, I'm going to count CI fixups as not changes,
and there will be a NEWS insert-date change, and a version bump.  But I
wanted to ask people to start testing since none of that should affect
testing.
