That sounds like a one-way transfer.  If so, wouldn't rsync be sufficient?

I'm not an rsync expert, but I think it can preserve the user ID and group ID of a file whether or not the user has an account on the destination.

I've used it to copy HTML and PHP files to my website.  My account there has different ID and name from my local account.  I don't get permission errors when working on the webserver, and I don't see them with files pulled back from the server after editing there.

Also, I've recently started using unison instead of rsync to do two-way sync between local and webserver..  I don't have any of the settings you mentioned in PRF and still don't see any permissions problems.
