Might be unrelated, but I once had an issue with rsync where at any invocation, it thought that EVERYTHING had changed.  The explanation given me was that macOS/Debian and Windows (SAMBA) did not have the same resolution (precision) in their timestamps, such that most if not all timestamps consistently differed.

That was macOS running rsync to sync a SAMBA-mounted Windows directory to a Debian webserver.l
