starting the 2.53.8 release process

It's almost been a year, and thus we really should have a release.
There have been a bunch of fixes and improvements, and while none of
them seem critical, I want to get out a formal release so that people
that only use formal releases have them.  And as always, to raise the
bar for "reproduced on the most recent release" for bug reports.

Not really related to unison, but there's a new ocaml release and the
caution language has been reduced, so that 5.4 is considered ready for
production use by upstream.  Our CI is building with 5.4, so it should
be ok.  Testing and adverse reports welcome.

There is a change to deal with deprecation/withdrawals in the ocaml
Digest API.  Unison users don't need to understand this (but of course
git log will show you if you want to know), except that if you are
building from source, you probably need to "make clean".  (There is also
a "make -j" issue, but building twice or "Don't use -j then" works
fine.)

In bigger news, I have just merged an epic PR by T=C3=B5ivo:

  #576 Detect and propagate renames/moves instead of delete+create

which has been in progress for just over 3 years.

To use (test :-) the "rename" change, one needs an option:

     -moves-experimental optimize transfers by detecting renames and moves

or to set the corresponding moves-experimental preference.
Please make sure you have backups  (which you need anyway :-), try it
out, and report any problems.

I'm going to be going over issues and PRs to see what can be addressed,
but I don't expect any destablizing or big changes.  Plus preparing
NEWS, etc.
