I have no interest in dealing with this.  The actual costs, if one were
to pay labor costs, would be vastly more than $100/year or whatever.  I
don't even want to spend the effort to prepare a real estimate.

Perhaps you could figure out what it would take for you to do builds of
unison from released sources, sign them, and make them generally
available, with everything but the private key being published under
Unison's license, so that people can be confident, and the project can
be comfortable with you doing this?

Does the xattr approach not work for you?

Or is this about some announcement that Apple is changing their rules so
that there is really no way for people to run programs that aren't
signed by somebody?  If so, does that mean one can't compile their own
programs and run them on macOS?
