Simple - it uses a different config file.

Bingo:

You left off the "XMLRPC/" part at the end - the URL decode logic
requires that to be there.

Try:
noSSLServerURL=http://red-dog.cs.utk.edu:8080/XMLRPC

If someone thinks thats nutty, fine, but when I wrote the decoder, I was
trying to match RHN itself as closely as I could, and it has that there.
