No, you actually have to download those packages, put them on your current server somewhere, and add the directory where you put them to your channel. I noticed that you used the same config file as-is. You need to make sure you have all the packages you want (Red Hat 7.3 PLUS all the errata) and tailor the config file to where you put those packages. Current won't go out on the network and magically find errata.
