Don't know if this is the best way but I use ncftp. It only updates new
files(incremental). 

sample command:

ncftpget -d /var/current/logs/update72.log -R updates.redhat.com
/var/current/RedHat/7.2/updates/en/os/ /7.2/en/os/i386/ > /dev/null
