Anthony found that he needed to restart his server.

Please try recreating your ssl certificates with 1.3.11

cd /etc/current
cadmin create_certificate
cp server.crt /etc/httpd/conf/ssl.crt
cp server.key /etc/httpd/conf/ssl.key
scp RHNS-CA-CERT YOUR_CLIENTS:/usr/share/rhn

service httpd restart
