You're acutally supposed to down the httpd server ANYTIME you run
cadmin, then start the server back up when you're done with cadmin. This
is documented in a couple of places.

You can't in 1.4.x. There was some code written to try and deal with
this, but "missing rpm" deletes stretched the old shelve backend to the
breaking point.

I'll see if john has any interest in attempting to debug that code for
1.4.3 or something.
