If you've got ssh/rsh set up for remote management then this can be done easily. The whole dummy package thing works very well. I actually tag stuff in a "york_ssh" package (since we use ssh.com's ssh not openssh and I want it on all our machines) and tag dependencies from that. That ends up containing a fairly small list of packages - I build machines using kickstart and a customised package list to start with.
