Well, I am still in the process of troubleshooting. Short answer, yes.

Give me about one hour and I will respond in more detail.

One problem is lack of clarity in error messages.  For example;

vancleef [525] > cadmin create redhat-7.3-i386
error: read failed: Is a directory (21)
Dec 18 13:5419 : EXCEPTION in /usr/share/current/channel.py,
_getHeaderFromFilename(), 592 [logException()]
Traceback (innermost last):
  File "/usr/share/current/channel.py", line 589, in
_getHeaderFromFilename
    (header, isSource) = rpm.headerFromPackage(fd)
rpm.error: error reading package
error: read failed: Is a directory (21)
Dec 18 13:5419 : EXCEPTION in /usr/share/current/channel.py,
_getHeaderFromFilename(), 592 [logException()]
Traceback (innermost last):
  File "/usr/share/current/channel.py", line 589, in
_getHeaderFromFilename
    (header, isSource) = rpm.headerFromPackage(fd)
rpm.error: error reading package

I'm really not sure what "Is a directory" ... That is what
I am tracking down, among other errors.
