scrolling broken in full-screen mode on secondary monitor on Mac

Whenever I run the client on my secondary monitor and enter
full-screen mode, the client won't scroll down as I move my mouse to
the bottom of the screen.  It will move up, but not down.  Does anyone
know if this is a bug?  Or is something about my configuration
incorrection?  I'm including my configuration below.
