Yes, UltraVNC Fullscreen polling works fine and quite fast without the 
Video driver... but at the expense of more CPU load.
By using the video driver, you get even faster and accurate screen 
changes detection and for about 7 times less CPU load.
And if the server is less loaded, it processes screen updates more 
smoothly, which can help a lot, especially over slow connections when 
the CPU is already busy compressing the data to be sent...
