I haven't had this problem, but here's my theories and what I would try:
Press the <F8> key while booting up, and selecting VGA Mode or Safe Mode.
You might need to uninstall the WinVNC driver (if it was loaded) from Device
Manager, and possibly re-install the display adapter's driver.

Also, there was some mention in the forums about DirectX not working while
the UltraVNC display driver is running. If you have WinVNC running as a
service, then you should probably uninstall the service while in Safe Mode.
Several video drivers require DirectX, and if the WinVNC host thinks that
you're connected then it will disable DirectX (I believe).

I should also mention that it is possible to configure VNC to ignore the
host's input and display a blank screen. I haven't tried these settings, so
I don't know if they would look like what you describe.

I'm on Australian time, which is an hour behind Japan - let me know how it
works out tomorrow. If you need more specific assistance, please provide
more details about what version of Windows you are working on (XP?), which
version of VNC is loaded, what display adapter is being used, and any other
changes that were made since the machine last booted properly (it may have
been something that you modified while you were dialled in).
