The vncviewer.exe has that parameter. The server does not. You'd need to run the server as an application, not as a service. The rc4.key doesn't need to be configured if you are using the _noreg version. Look at the "testviewer.bat" and "testserver.bat" that come with the plugin for a way to set an environment variable pointing to the key file.
