You should try connecting to your machine from your machine.  This will 
eliminate the router configuration.  Not only that but try a port scan.  
Go to https://www.grc.com/x/ne.dll?bh0bkyd2 click proceed and put 5900 
in the box and click custom port scan.  This will tell you if the port 
is open.  If that fails (either blocked or stealth) then you have a 
firewall problem or winvnc is not running.
